To adopt Article 4, to reorganize various agencies of the state government, including the leadership of the student loan authority, renewable energy programs, and others. The legislation also combines the board of regents and the board of governors for higher education into a board of education, under the assumption that it would improve the bureaucratic operation of education in the state. The temporary office created for distributing stimulus money becomes a permanent office of management and budget, and office of digital excellence is created. Energy resources functions are transfered to the Department of Human Services. The article also changes rules governing utilities and carriers and laws related to renewable energy programs. It also increases fees to fund the building commissioner and fire marshal's efforts toward a statewide electronic plan review, permit management, and inspection system..

To adopt Article 21, increasing revenue by $141.3 million by imposing a hospital licensing fee, $10.9 million through a tax amnesty program, $9.7 million by imposing new sales taxes on taxicabs, limousines, and other transportation, such as charter bus services, and pet care services, $1.8 million by increasing cigarette taxes, $2.4 million by imposing new fees for "little cigars," $0.2 million by imposing a new "litter control fee" on all beverage containers, and $58,650 by imposing a new $100 fee for the reinspection of school buses. The article also establishes the "musical and theatrical production tax credit," up to a $15 million cap and requires annual reports from alcoholic beverage wholesalers and retailers.
